Overview

What Is the Maharashtra Tourism Policy 2024?

The Maharashtra Tourism Policy 2024 is the state’s tourism incentive policy, applicable from 2024, until a new policy comes into force. It supports tourism units such as hotels, resorts, rural tourism units and homestays with up to 20% capital investment subsidy, and up to 100% of SGST reimbursement, electricity, stamp duty and interest benefits. How much you get depends on your zone. Less developed zones (Zone C and Special Tourism Zones) receive the highest benefits. MSME tourism units are classified as service enterprises under the MSMED Act, 2006. Manufacturing, IT and logistics projects in Maharashtra are covered by MIISP 2025 instead.

Who Can Claim

Which Tourism Units Are Eligible?

You can claim as a new tourism unit (not formed by re-establishment, change of ownership, change in constitution, reconstruction or revival of an existing unit), or as an expansion of an existing unit that is already in production. The main categories are below.

Hotels

Minimum 10 lettable rooms with attached bathroom, a public toilet for visitors, and room, bathroom and AC facilities as per the norms of the Department of Tourism.

Resorts

Minimum 10 lettable rooms with attached bathroom. In hill stations or tribal, agricultural or ecological areas, at least 35% of rooms must be air-conditioned. The unit must be accessible for differently abled guests and offer at least 4 facilities from a prescribed list.

Villas

  • Tourist Villas must have at least 3 lettable villas, each with 2 rooms and a kitchenette equipped with kitchenware, cooking gas, and dinnerware for at least 3 people.
  • Each villa should have a bathroom attached to the bedroom, a telephone facility, and air-conditioning in at least 50% of the bedrooms. Entertainment provisions must also be included.

The policy also recognises other tourism categories with their own support heads, including homestays, heritage hotels, agri and agro tourism, rural, forest and wildlife tourism, MICE (meetings, incentives, conferences and exhibitions) and amusement parks. If you are setting up an agri or agro tourism unit, you can be assessed under the same MSME framework. Bizastra will confirm the exact category before you apply.
