Understanding the Policy

What Is the Maharashtra Industries Investment Services Policy 2025?

MIISP 2025 is Maharashtra’s new industrial subsidy framework, issued on 31 December 2025 under GR No. M/Ind-2023/P.No.187/Udyog-2. It replaces PSI 2019 and covers both manufacturing and services with industrial incentives linked to Fixed Capital Investment (FCI), capital subsidy, stamp duty exemption, interest subsidy, and electricity duty exemption, plus EPF reimbursement. Valid until 30 December 2030.

The Maharashtra investment policy 2025 is the first state policy to treat the service sector at par with manufacturing. IT/ITES companies, GCCs, logistics operators, and tourism businesses are now eligible for the same incentive basket as factory owners.

It also introduces production-linked incentives alongside capital subsidies, a significant evolution from PSI 2019 which was purely revenue-linked.

A notable change for manufacturers is that incentive eligibility now extends more broadly across Talukas than under the earlier scheme. The actual incentive quantum depends upon Taluka classification, project category, and location, so units in areas that were previously excluded may now qualify for support.

How Much Subsidy Can You Get? Zone-Wise MIISP 2025 Breakdown

Your incentive quantum under the Maharashtra industrial policy 2025 depends upon Taluka classification, project category, and location. The more backward the Taluka, the higher the incentive available.
Incentive quantum depends upon Taluka classification, project category, and location. Eligibility periods and the benefit heads available vary accordingly, with higher benefits generally available in more backward Talukas and for eligible categories and regions.

Location is the single biggest driver of your incentive quantum. The same capital investment can attract very different benefits depending upon the Taluka classification and project category, so the difference between two prospective sites can be substantial. This is why we always advise location analysis before land commitment.

Combined Benefits

Can You Combine MIISP 2025 with Central Government Schemes?

Yes. MIISP 2025 rewards capital investment (SGST refund, stamp duty). Central schemes like PLI reward production output (4 to 6% on incremental sales). They operate on different benefit heads and can be claimed simultaneously with proper structuring.

When we structured a PSI 2019 + PLI stack for an electronics manufacturing client, the combined benefit was ₹3.2 crore in Year 1 alone. The same stacking logic applies to MIISP 2025, with even more potential due to the new capital subsidy component.

At Bizastra, we conduct a stacking analysis for every advisory engagement, identifying all legally permissible Central and State scheme combinations and modelling total entitlement across the full eligibility period.

These are the questions we get asked most about the Maharashtra Industries Investment Services Policy 2025.
What is the Maharashtra Industries Investment Services Policy 2025 in simple terms?
MIISP 2025 is Maharashtra’s new industrial subsidy programme. It replaces PSI 2019 and gives manufacturing and service units industrial incentives ranging from 30% to 80% of Fixed Capital Investment (FCI), stamp duty waiver, interest subsidy, electricity duty exemption, capital subsidy, and EPF reimbursement over 5 to 10 years depending upon Taluka classification, project category, and location. Issued 31 December 2025, valid until 30 December 2030.
How much MIISP 2025 subsidy can I actually get?
It depends upon Taluka classification, project category, and location. Industrial incentives generally range from 30% to 80% of Fixed Capital Investment (FCI) over the eligibility period, with higher benefits available for eligible categories and regions. Capital subsidy benefits are available for eligible thrust sectors, export-oriented units, circular economy businesses, and specified categories depending upon location and eligibility.
Is PSI 2019 still valid or has MIISP 2025 replaced it?

MIISP 2025 was announced on 31 December 2025. The implementing GR for the new PSI 2025 incentive scheme is still being published. Until then, PSI 2019 remains operative for existing applicants. Read our full PSI 2019 guide for transition details.

Does MIISP 2025 cover service sector companies?
Yes. For the first time, Maharashtra treats the service sector at par with manufacturing. IT/ITES, GCCs, logistics, tourism, and AVGC-XR companies are eligible for industrial incentives, EPF reimbursement, and employment-linked incentives under MIISP 2025.
Can I combine MIISP 2025 with PLI or other Central schemes?

Yes. MIISP 2025 rewards capital investment. PLI rewards production output. They don’t overlap. Bizastra conducts a stacking analysis for every engagement to identify all legally permissible Central and State scheme combinations.

What is the minimum investment to qualify for MIISP 2025?
There’s no single minimum. Micro enterprises can qualify with FCI as low as ₹1 crore. Large Scale Industries need FCI above ₹125 crore. Mega projects need ₹250 crore+ or 500+ jobs. Classification depends on both FCI and zone.
Do I need a consultant to apply for MIISP 2025?
Technically, no. Practically, the scheme involves zone classification, FCI structuring, CA-certified calculations, annual compliance, and correct filing sequence. One error can delay your Eligibility Certificate by a year. Bizastra handles end-to-end advisory from documentation to disbursement, so you focus on manufacturing while we handle the policy.
